Description / Scope of Work
The Headquarters Anti-Narcotics Force, operating under the Ministry of Interior & Narcotics Control, Government of Pakistan, invites sealed e-bids for the supply of miscellaneous items in Rawalpindi, Punjab. This tender encompasses twelve categories of supplies including medicines for first aid rooms, security equipment and hydraulic system repairs, live stock and training aids for the canine centre, dog medicines and feed, furniture items, uniform items and accessories, printing materials against drug abuse, general items, printer toners, stationery, and catering and tentage arrangements for various anti-drug functions. The tender is issued under reference 01/MR/Misc Items/2026-27 with approximate quantities and rates to be sourced from the EPADS portal. The tendering process follows open competitive bidding under a single stage, one envelope procedure as prescribed by PPRA rules, with tender award based on quality and cost approval.
Contractors and firms must meet specific eligibility requirements to participate in this procurement. Bidders are required to possess an active FBR registration certificate with both active GST and active NTN status. Additionally, firms must provide a certificate on stamp paper confirming they have not been blacklisted and have no pending litigation. A complete bank statement covering one year from 11 July 2025 to 10 July 2026 must be submitted as part of the bid documentation. Bid security must be submitted in the form of a Pay Order (CDR) in favour of HQ Anti-Narcotics Force Rawalpindi, and failure to meet the fixed bid security amount will result in the bid being declared non-responsive. Tender validity extends until 30 June 2027.
E-bids must be submitted by 11:00 hours on 13 July 2026 to the office of Major Atta Hussain, Deputy Director (Admin), HQ Anti-Narcotics Force, Wavel Lines, Opposite Nur Khan Air Base, Chaklala, Rawalpindi. Bids submitted after the deadline will not be accepted. The tender opening will take place on 20 July 2026 at 11:30 hours. All bids must include 100 percent of lot quantities; partial quotations below this threshold may result in bid rejection. Conditional tenders will be considered non-responsive.
