Lasbela University of Agriculture, Water and Marine Sciences (LUAWMS), Uthal, District Lasbela, Balochistan, invites sealed bids through the E-Pak Acquisition & Disposal System (EPADS) for the procurement and installation of an RFID/Biometric-based entrance access control system for the students' hostels. This is a turnkey project requiring supply, installation, and commissioning of the complete system. Bidders must be original manufacturers, authorized distributors, or established suppliers with relevant experience in executing similar access control projects and must demonstrate sound financial standing.
Eligibility requirements include registration with the Federal Board of Revenue (FBR) for both income tax (NTN) and sales tax (GST), with Active Taxpayers List (ATL) status. Experienced firms must have successfully completed either two similar assignments valued at Rs. 0.7 million each or one assignment of Rs. 1.4 million within the last three years, supported by supply orders and completion certificates. Inexperienced firms may participate through a Memorandum of Understanding or joint venture with a qualifying firm. Bid security of 2 percent of the total contract value must be provided as a pay order, call deposit, or demand draft in favour of the Director Procurement of LUAWMS. All bidders must unconditionally agree to the terms, conditions, and delivery timeline specified in the bidding documents.
Tender documents can be downloaded from the ePADS portal and LUAWMS website until 7th August 2026. The tender fee of Rs. 2,000 (non-refundable) must be deposited via bank draft or online transfer to Account Title Own Resources LUAWMS (A/C No. PK17NBPA2161003058577877). Online submission through EPADS PPRA Portal is mandatory before 12:00 PM on 7th August 2026, with technical bid opening scheduled for 12:30 PM the same day in the presence of the University Purchase Committee.
