Procurement of Battery Cells, Power Cables and Spare Parts by Jinnah Hydel Power Station WAPDA

Jinnah Hydel Power Station WAPDA, a member (Power) WAPDA entity, invites electronic bids for the procurement of goods under its Decade of Dams initiative for fiscal year 2026–27. The procurement comprises three distinct items: Battery Cells for JHPS (EPADS Reference P65873), Power Cables for JHPS (EPADS Reference P66245), and Spare Parts for Unit 1–8 (EPADS Reference P66257). These procurements are funded under reserved funds and will contribute to operational continuity and maintenance of the power station's critical infrastructure. The contracts are to be executed at the Jinnah Hydel Power Station facility located in Kalabagh, Maniwali, Punjab, with completion timelines ranging from two to three months depending on the specific procurement item.

Eligible bidders must register themselves on EPADS v2.0 at https://vendors.epads.gov.pk/ on or before the closing date and time specified for each tender. All bids must be accompanied by Bid Security in the form of a Call at Deposit as detailed in the Bid Security section of the bidding documents, or alternatively by submission of a Bid Security Declaration where not mandated by the Procuring Agency. The procurement will follow the Single Stage–One Envelope method using Least Cost Based Selection (LCBS) Technique in accordance with the Public Procurement Rules 2004 and applicable regulatory guidelines issued by the Authority from time to time. Bidders are required to furnish all specifications and technical requirements as outlined in the e-bidding documents available on the EPADS v2.0 platform.

Bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System (ePADS) portal at https://vendors.epads.gov.pk/. Bids must be submitted electronically through EPADS v2.0 on or before 17 August 2026 at the times specified for each tender (ranging from 1000 to 1130 hours). Electronic bids will be opened on the same day at the times mentioned. Manual submission of bids will not be entertained. For grievances, the Grievance Redressal Committee (GRC) notification under Rules 48 of the Public Procurement Rules 2004 is available on the procuring agency's website and at www.ppra.org.pk.
