The Punjab Workers Welfare Fund invites sealed bids from financially sound, experienced and income tax registered firms, companies and individuals for hiring of a building on rent to house the Workers Welfare School (Boys) in Jhang, Punjab. The estimated annual rental value is Rs. 5,400,000 with an initial lease period of one year, extendable subject to mutual consent and competent authority approval. The procurement follows the Single Stage Two Envelope procedure under Punjab Procurement Rules 2014 as amended, and bids must be submitted through e-PADS portal before 18 August 2026 at 11:00 AM.
Bidders must be financially sound and income tax registered. The Technical Proposal requires ownership documents (Registry/Fard), CNIC of owner or authorized representative, approved building plan and map, PEC registered civil engineer fitness certificate or Communication & Workers Department certification, monthly rent assessment certificate, District Health Officer sanitation certificate, and active taxpayer status from FBR/PRA. Bid security of 2 percent of estimated annual rent (Rs. 108,000) must be submitted as CDR, pay order or demand draft. The building must be fully functional with at least 15 rooms including administration areas, covering more than one Kanal, featuring clean drinking water, continuous electricity with drainage system, and adequate parking space.
Technical proposals shall be opened on 18 August 2026 at 11:30 AM, followed by financial bid opening on 25 August 2026 at 11:30 AM for technically qualified bidders only. Contract award goes to the lowest evaluated responsive bid from a technically qualified bidder.
