Description / Scope of Work
The Government Secondary School of Special Education (HI-Boys) in Bahawalpur, Punjab is inviting sealed bids through e-PADS under Punjab Procurement Rules 2014 for the hiring of security services comprising armed security guards for the financial year 2026-27. The procurement aims to ensure the safety and security of students, staff, buses, assets and building of the institution. The estimated cost of procurement is PKR 1,350,000 with a bid security requirement of PKR 67,500 or 5 percent of the estimated cost. The bidding process will follow a single stage single envelope procedure as per PPRA rules, with bids to be uploaded on E-Procurement Punjab and PPRA websites before 22nd September 2026 at 11:00 a.m. and opened the same day at 11:30 a.m. at the Principal's office in Bahawalpur.
Eligible bidders must be well-reputed firms duly registered with PPRA and Punjab E-Procurement, holding valid NOC or License for Security Services from the Home Department Government of Punjab. Mandatory documents include duly completed tender form signed by the bidder, scanned CNIC of firm owner, Sale Tax Registration Certificate, Income Tax Registration and NTN Number Proof, NOC for Security Services, Active Tax Payer certificates for both Income Tax and Sales Tax, and bid security in the form of iLink or iBill. The firm must not be blacklisted or debarred by PPRA and should clearly mention the rate per security guard per month inclusive of all applicable taxes.
Bidding documents are available for download from the official websites http://ppra.punjab.gov.pk and https://punjab.eprocure.gov.pk. Interested bidders may obtain further information from the Principal's office during office hours. The bid validity period is 90 days after opening, and rates will remain valid until 30th June 2027. The successful bidder must provide type and caliber of weapons and ammunition as detailed in the tender form, ensure minimum salary rates as prescribed by the Government of Punjab for 8-hour duty shifts, and deposit a refundable performance guarantee of 10 percent of the bid contract price before issuance of the Provision of Services order.
