Description / Scope of Work
The Public Health Engineering Division, Sheikhupura invites sealed e-bids for construction of a sullage carrier scheme at Chak No. 38, Tehsil Ferozewala, District Sheikhupura, Punjab. The project scope encompasses construction of a sullage carrier, collecting tank, 2-Cusec submersible sewage pumping machinery and allied works. The estimated cost is Rs. 23,686,352 with a completion period of four months. This deposit work is for the financial year 2026-27 (2nd Bi-Annual 2026) and has received administrative and technical approvals from the District Development Committee and Superintending Engineer PHE Circle Lahore respectively.
Eligible bidders must possess a valid Pakistan Engineering Council (PEC) license of category C-5 or above with specialization codes CE01, CE09, or ME06 for the year 2026-27. Firms must maintain current registration with all applicable tax and regulatory authorities. A digital bid security of 5% of the estimated cost, equivalent to Rs. 1,184,318, is mandatory and must be submitted in admissible digital or bank instruments as prescribed. Additionally, bidders must have completed at least one similar contract valued at or exceeding Rs. 11,843,176 (fifty percent of estimated cost). Performance guarantee up to ten percent will be required within fifteen days of tender acceptance.
Bids must be submitted through EPADS (e-Procurement) portal by 28 September 2026 at 10:30 AM. The bidding document follows Single Stage Two Envelope procedure with separate Technical and Financial Proposals. Technical proposals will be opened on the same day at 02:30 PM at the office of the Executive Engineer. Financial proposals will be opened subsequently only for technically responsive bidders.
