Description / Scope of Work

The Punjab Communication & Works Department, through the Executive Engineer Buildings Division Attock, invites sealed tenders from registered engineering firms and contractors for three distinct works in Attock district during the financial year 2026-27. The works comprise construction and rehabilitation of an AC Residence for ADP No. 3466 with an estimated cost of Rs. 12.049 million, maintenance and repair of the Deputy Commissioner Camp Office valued at Rs. 4.994 million, and maintenance and repair of the Principal Agriculture Officer's office at the Agricultural Extension office with an estimated cost of Rs. 2.000 million. All projects are located in Attock, Punjab, and are open to firms currently enlisted and renewed with the Pakistan Engineering Council for the relevant category. Tender amounts and total bid costs are required in accordance with the newly introduced e-Procurement system prescribed by the Punjab Procurement Regulatory Authority. Bidders must produce original PEC licenses mentioning the requisite specifications and code, and contractors lacking the relevant specifications code will not be entertained further in the process.

Eligibility requirements mandate that participating firms and contractors must be registered on the Punjab e-Procurement System and hold current PEC licenses for the applicable category with the specified code. Bid security must be submitted electronically through the e-Procurement System at five percent of the estimated cost: Rs. 0.6024 million for the residence project, Rs. 0.250 million for the Deputy Commissioner Camp maintenance, and Rs. 0.100 million for the agriculture office work. No physical financial instruments, including Call Deposit Receipts, shall be accepted. The successful bidder must furnish a ten percent Performance Guarantee of the contract amount in the form of CDR or Bank Guarantee within fifteen days through the e-Procurement system. All bids must comply with PPRA Rules and include complete rate analysis against each DNIT BOQ entry; incomplete financial bids with blank entries shall be declared non-responsive and excluded from lowest evaluated bidder determination.

Tender documents are available on the PPRA website at https://ppra.punjab.gov.pk and must be submitted electronically through the e-Procurement portal at https://ep.punjab.gov.pk before 30 September 2026. Bid opening will occur on 30 September 2026 at 11:00 AM at the office of the Commissioner, Rawalpindi Division, with quoted rates announced at 11:30 AM in the presence of authorized bidder representatives.
