Description / Scope of Work
The Agriculture Department, Government of Azad Jammu and Kashmir, invites pre-qualification applications from third party recruitment testing agencies to conduct written tests against posts in BPS-07 to BPS-15 within the purview of the AJ&K Public Service Commission. This pre-qualification notice is issued in pursuance of the Azad Jammu and Kashmir Recruitment (Through Third Party) Act 2021 and related rules, seeking to establish an open framework agreement panel of firms for a three-year period to fill clear vacant positions in the Agriculture Department on an as-and-when-required basis. The process is governed by AJ&K Public Procurement Rules 2017 and involves no financial proposal requirement at the pre-qualification stage, with no contract awarded hereunder until testing services are actually required.
Eligible applicants must be registered with SECP (private sector firms) or possess relevant statute, charter or notification under which they were established (public sector agencies), with valid NTN issued by the Inland Revenue Department or AJ&K-CUR, or STNR where applicable. Firms must maintain complete registered or principal office premises with telephone and email contact details, demonstrate key personnel with curriculum vitae of the Testing/Assessment Wing head showing attested academic credentials, and provide an affidavit confirming non-blacklist status from any Government entity in Pakistan or AJ&K. Bid security is not required at the pre-qualification stage, and applications must include all required documentary evidence as detailed in the pre-qualification document.
Interested firms must obtain the pre-qualification document from the office of the undersigned up to October 05, 2026 at 01:00 PM on any working day, submitting applications in a sealed envelope marked clearly before the submission deadline of October 06, 2026 at 11:00 AM. Applications will be opened on October 06, 2026 at 11:30 AM in the presence of applicants or their authorized representatives. No bid security is required at this stage.
