Description / Scope of Work
Water & Sanitation Services Company Swat (WSSC Swat), a government entity registered under Section 42 of the Companies Act 2017, invites electronic bids for two framework contracts with a combined estimated value of PKR 21.2 million. The first contract concerns maintenance and repair of tube wells (electrical and mechanical work) within WSSC Swat's jurisdiction, valued at PKR 14 million and requiring PEC Category C-5 and above with codes ME07 and EE04. The second contract covers maintenance and repair of the water supply network within WSSC Swat's jurisdiction, valued at PKR 7.2 million and requiring PEC Category C-6 and above with code CE09. Both tenders are issued under the MRS-2025 framework on an above/below basis through the E-Pak Acquisition & Disposal System (EPADS) in accordance with KPPPRA Rules 2014.
Eligible bidders must hold valid registration with the Pakistan Engineering Council (PEC), Federal Board of Revenue (FBR), and Khyber Pakhtunkhwa Revenue Authority (KPRA). Bidders quoting up to 10 percent below the Engineer's Estimate must submit bid security at 2 percent of the Engineer's Estimate. Those quoting more than 10 percent but up to 20 percent below must additionally submit 8 percent additional security. All bid securities must be submitted in favour of the Chief Executive Officer WSSC Mingora Swat and uploaded on EPADS with originals delivered in sealed envelopes. A non-refundable documentation fee of PKR 2,000 must be deposited into WSSC Swat's account at Bank of Khyber, Saidu Road, Mingora.
Bid Solicitation Documents are available for download from the EPADS website. Bids must be submitted online on or before 5 October 2026 at 11:30 AM for the first contract and 12:00 PM for the second contract, with opening scheduled for the same day. Online clarification requests are accepted until 28 September 2026 at 5:00 PM.
