Description / Scope of Work
Lahore College for Women University, Lahore invites electronic bids for the re-tender of outsourcing security services under Punjab Procurement Rules 2014 on a framework basis. The tender seeks to engage a qualified firm, company or sole proprietor to provide security and general services for the university. The contract covers deployment of 25+1 security staff with an estimated annual value of 16.8 million rupees. The procurement is open to bidders registered with relevant registration authorities and tax departments including Income Tax and Sales Tax authorities. The service scope encompasses comprehensive security management for the university campus in Lahore, Punjab.
Eligible bidders must be firms, companies or sole proprietors engaged in the provision of security or general services with current registrations from competent authorities. All bids must be accompanied by bid security equal to 2 percent of the estimated bid value, deposited electronically through the Punjab e-Procurement System. Bidders are required to upload a duly signed affidavit on prescribed stamp paper along with bid documents. Bidders must strictly adhere to minimum wage rates notified by the Labour and Human Resource Department, all applicable taxes imposed by FBR, PRA, GST or other government organizations, and contributions including PESSI and EOBI.
Bidding documents are available free of cost at http://ppra.punjab.gov.pk, the Punjab e-Procurement portal at https://punjab.eprocure.gov.pk and http://lcwu.edu.pk. Electronic bids must be submitted through the Punjab e-Procurement System by 10:30 AM on 8 October 2026. Bids will be opened at 11:00 AM on the same date in the presence of bidders or their representatives. Bid validity period is 180 days from submission.
