Abdul Wali Khan University Mardan invites sealed bids for the hiring of 35 security guards at designated locations within the university's Garden Campus in Khyber Pakhtunkhwa province. This is a service contract to be procured through the e-Pak Acquisition and Disposal System (EPADS) under the Single Stage Two Envelopes Procedure, governed by the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules 2014. The contract period is as per the service agreement, with the university responsible for security services at its Garden Campus facilities.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and active on the Income Tax and Sales Tax Active Taxpayers List (ATL), registered with KPPRA for security services provision, and members of the All Pakistan Security Agencies Association (APSAA). Bidders must submit bid security at 2 percent of the quoted annual cost in the form of a Call Deposit Receipt (CDR) in the name of the university's Treasurer, along with a non-refundable tender fee of Rs. 3,000. All prices must be quoted in Pakistani Rupees and must be inclusive of applicable government taxes.
Standard bidding documents are available for download from www.awkum.edu.pk and www.kppra.org.pk. Both Technical Bid and Financial Bid must be submitted via EPADS, with scanned copies of the tender fee receipt and 2 percent CDR uploaded alongside respective bids. Physical submission of original tender fee demand draft/pay order and CDR receipt to the Procurement Office is required by 11:00 AM on October 5, 2026. Technical bids will be opened at 11:30 AM the same date. The procurement committee will evaluate bids starting with the lowest quoted bidder for qualification assessment, progressing to subsequent bidders until one fully responsive and qualified is found.
