Description / Scope of Work
District Council Attock invites electronic bids through the Punjab e-Procurement System for the rehabilitation and construction of multiple road schemes across Attock district during the financial year 2026-27. Four separate works packages are being tendered with a combined estimated value of PKR 420 million: rehabilitation of the road from Haddowali to Injra Link Road in Tehsil Jand (PKR 120 million), path and road construction from CPEC Link Road to Mohallah Gora and related routes in Jand City (PKR 50 million), rehabilitation of Thana Road, Kachery Road and Karam Khan Road in Fatehjang City (PKR 100 million), and rehabilitation of roads from Police Station towards Committee Chowk and related routes also in Fatehjang City (PKR 150 million). These infrastructure development initiatives aim to enhance road connectivity and quality across multiple urban and semi-urban locations in Attock district, Punjab.
Eligible bidders must be registered on the Punjab e-Procurement System for 2026-27 and possess a valid renewed Professional Engineering Council (PEC) license for the financial year 2026-27. Bids must be submitted entirely through the e-Procurement portal; no physical submissions are accepted. Each bidder must deposit bid security equal to 5 percent of the estimated cost for the respective scheme exclusively through digital online payment via the Punjab e-Procurement System linked with the Banking Oversight Portal, payable to the Chief Officer District Council Attock. The bidding process follows the Single Stage Single Envelope procedure as prescribed under the Punjab Procurement Rules 2014 (as amended). All intending contractors and firms must demonstrate they meet current regulatory and licensing requirements.
Bid documents are available for free download from the Punjab e-Procurement System website (https://ep.punjab.gov.pk/) and also on the PPRA Punjab website (http://eproc.punjab.gov.pk/ViewTender.aspx). Electronic bids must be submitted by 11:00 AM Pakistan Standard Time on 08 October 2026; bids will be opened publicly on the same date at 11:30 AM PST through the e-PADS system in the presence of interested bidders or their representatives at the District Council Attock office. The successful contractor will be required to submit a performance security guarantee equal to 10 percent of the contract amount within 15 days of receiving the letter of acceptance, following which a formal agreement on government-specified stamp paper must be executed within seven days for issuance of the work order.
