Description / Scope of Work
Hyderabad Electric Supply Company (HESCO) invites sealed bids for the design, supply and installation of a new 132 kilovolt Gas Insulated Sub-Station (GIS) grid station with one 60 megavolt ampere power transformer and associated 132 kilovolt feeding transmission line at River Bund in Sindh Province, Pakistan. This procurement is financed by the World Bank under the Electricity Distribution Efficiency Improvement Project (EDEIP) and follows National Competitive procurement regulations issued by the World Bank in November 2020. The project aims to enhance electricity distribution efficiency across the region. The contract value and detailed scope of works are outlined in the bidding documents.
Eligible bidders must be registered contractors capable of executing complex electrical infrastructure projects involving high-voltage equipment and transmission systems. Bidders are required to submit a bid security amount of Twenty-Eight Million Pakistani Rupees (PKR 28,000,000/-) in the form specified in the tender documents. All bids must be accompanied by the required Beneficial Ownership Disclosure Form as mandated by World Bank procurement regulations. Bidders must comply with all eligibility criteria defined in the World Bank's Procurement Regulations for IPF Borrowers dated November 2020.
Bidding documents in English are available free of cost from HESCO's website at https://www.hesco.org.pk and may be downloaded or collected in person from the office of the Chief Engineer (Development), PMU HESCO, located at Bungalow No. A-1, HESCO Power Wing Colony, Hussainabad, Hyderabad, during office hours from 0900 to 1600 hours. A pre-bid meeting will be held on 3 June 2026 in accordance with ITB 7.1. Interested bidders must submit sealed bids on or before 30 June 2026 at 11:00 AM to the address provided; late bids will be rejected. Electronic bidding is not permitted. Bid opening will occur publicly on 30 June 2026 at 11:00 AM in the presence of bidders' representatives.
