Description / Scope of Work
Punjab Life Insurance Company Limited (PLIC), Pakistan's first provincial government-owned life insurance company under the Government of Punjab, invites sealed applications for prequalification of Trainer Firms, Individual Trainers, Learning and Development Consultants, Subject Matter Experts, Executive Coaches, and Insurance Industry Trainers. The prequalification aims to develop a panel of qualified training service providers capable of designing and delivering bespoke training programs aligned with PLIC's insurance business operations and organizational training needs in Lahore, Punjab. Applicants must demonstrate expertise in end-to-end design and delivery of customized training programs, conduct of insurance-sector related training interventions, support for organizational capability building, and delivery through onsite, offsite, and online modalities with practical and measurable learning outcomes.
Eligibility requirements include valid NTN and tax registration certificates, proof of active taxpayer status, company or firm profile, profiles and CVs of lead trainers and associated trainers, list of major clients with references, evidence of previous training assignments in similar domains, registration or incorporation certificate, office address and contact details, bank statements of the last two years signed by the bank and/or audited by an accredited firm, and an affidavit on stamp paper confirming the firm is not blacklisted. Applicants must also provide any relevant certifications, accreditations, or memberships. PLIC reserves the right to conduct due diligence and reference checks and may disqualify applicants for blacklisting by any government department, incomplete applications, false or misleading information, poor performance history, missing mandatory documents, involvement in fraudulent practices, or defaulted contractual obligations.
Applications must be submitted in sealed envelopes on or before 8th June 2026 up to 11:00 am at Punjab Life Insurance Company Limited, 1st Floor, Pakistan Engineering Congress Building, 97-A, Block D1, Liberty Market, Gulberg-III, Lahore. Applicants may apply for one or multiple training categories: Leadership Development and Executive Coaching, Behavioral Trainings, Technical Skills including Insurance and Regulatory Compliance, and Soft and Managerial Skills. All pages of the application must be signed or initialed by the authorized representative. Prequalification shall not constitute any contractual obligation but will establish a panel of eligible trainers for future assignments through Request for Quotation, Request for Proposal, framework agreements, or other procurement methods allowed under Punjab Procurement Regulatory Authority Rules 2014. Prequalification duration is two years, with possible extension at PLIC's discretion.
