Description / Scope of Work
The Energy and Power Department, Government of Khyber Pakhtunkhwa invites Request for Proposals (RFPs) from reputed consultancy services firms for conducting a comprehensive feasibility study on the establishment of Pakhtunkhwa Electric Power Distribution Company (PEPDCO). The assignment is issued under rule 23(b) of KPPRA Rules and will be executed through Quality and Cost Based Selection (QCBS) method. The feasibility study must comprehensively cover all phases of power distribution strategy, encompassing intra-provincial aspects, linkages, and regulatory and licensing requirements at both federal and provincial levels, with the project located in Peshawar, Khyber Pakhtunkhwa.
Eligible consultancy firms must have active registration with the Pakistan Engineering Council (PEC), Federal Board of Revenue (FBR), and KP Revenue Authority (KPRA), and must demonstrate relevant experience in power distribution or similar infrastructure projects. The bidding process is conducted under National Competitive Bidding (NCB) rules. Each bid submission must include 2% Bid Security in the form of a Call Deposit Receipt (CDR) issued in the name of the Secretary Energy and Power. Bidders providing incorrect information will be disqualified under KPPRA Act Section 29(I) rule 43.

Bidders must submit e-bids through EPADS on or before 02:00 PM on 18 June 2026, with technical bid opening scheduled for 2:30 PM the same day in the presence of bidders or their representatives. Financial bids of only technically qualified bidders will be opened subsequently. A mandatory pre-bid meeting will be held on 08 June 2026 at 02:30 PM at the Energy and Power Department, Planning Cell, Civil Secretariat, Peshawar.
