Description / Scope of Work
The Public Health Engineering Division Mansehra, Government of Khyber Pakhtunkhwa, invites sealed bids through EPADS for the annual maintenance and repair of completed water supply schemes during 2026-27. The procurement encompasses multiple work categories with a total estimated value of approximately 50 million rupees, including annual maintenance and repair of civil works for five water supply schemes (PK-36 through PK-40) valued between 3.5 to 4.0 million rupees each, annual maintenance and repair of electric motors and pumps for five schemes valued between 2.5 to 4.0 million rupees, and annual maintenance and repair of transformers, voltage stabilizers and regulators valued between 2.5 to 4.0 million rupees per scheme. Additionally, the notice includes construction of ten government colleges in Khyber Pakhtunkhwa with the Water Supply Scheme for Degree College for Boys Mansehra City valued at 10.313 million rupees. The projects are located in Mansehra District and surrounding areas in Khyber Pakhtunkhwa.
Eligible bidders must possess valid CNIC, PEC registration valid for 2025-26, valid enlistment certificate from the Works Department, valid KPPRA and FBR forms, updated audit reports covering 01-07-2022 to 31-12-2025, and required affidavits regarding litigation history and prior notice compliance. Bidders must submit bid security of two percent of the Engineers Estimate plus stamp duty as per government regulations. Contractors quoting between ten to twenty percent below Engineers Estimate must submit eight percent additional security, while contractors quoting more than twenty percent below must submit additional security equal to the differential amount. Mandatory documentary requirements include CNIC copies, PEC registration, Works Department certificates, FORM-H for companies, valid KPPRA and FBR forms, and certificates confirming workshop and warehouse establishment in Mansehra District with requisite equipment.
Bid documents can be downloaded from EPADS at kp.eprocure.gov.pk and from the PHED Office, Mansehra. Technical and financial proposals must be submitted through EPADS before the deadline of 22-06-2026 at 12:05 noon, with physical submission of sealed envelopes containing separate technical and financial bids to the Office of Executive Engineer, PHE Division Mansehra by registered courier. Technical bids will be opened on the same day at 1:05 PM in the presence of contractor representatives, with clarifications accepted until 11-06-2026 at 3:00 PM. Financial bids of technically responsive bidders will be opened after technical evaluation. All terms and conditions will follow KPPRA rules, PEC, and relevant laws.
