Description / Scope of Work
The Pakhtunkhwa Highways Authority (PKHA) invites Expressions of Interest from reputable domestic and international firms, joint ventures, and consortiums for the construction of the Peshawar D.I. Khan Motorway, a major infrastructure project spanning approximately 360 kilometers through Khyber Pakhtunkhwa province. This controlled-access, high-speed motorway will connect southern districts with major urban centers, linking the Peshawar-Islamabad Motorway (M-1) at Peshawar to Dera Ismail Khan. The project will feature four lanes (2+2) with tunnels and will be divided into eight independent sections: Peshawar to Darra Adam Khel (45 km), Darra Adam Khel to Kohat including twin tube tunnel (18 km), Kohat to Hangu (57 km), Hangu to Banda Daud Shah (36 km), Banda Daud Shah to Sor Dag including twin tube tunnel (35 km), Sor Dag to Bannu (35 km), Bannu to Yarik (94 km), and Yarik to D.I Khan (40 km). The proposed alignment initially traverses the eastern side of Indus Highway towards Darra Adam Khel, then crosses mountain ranges through sets of tunnels and shifts westward on N-55, enhancing regional connectivity and providing a strategic transportation corridor for trade and mobility.
The project will be implemented on a Public Private Partnership (PPP) basis under a Build-Operate-Transfer (BOT) model. Interested private parties, joint ventures, and consortiums may submit proposals for one, multiple, or all sections, subject to Pre-Qualification (PQ) requirements specified in the Project Documents. Separate PQ documents will be available for each package or section. The selected Concessionaire will be responsible for financing, designing, developing, constructing, insuring, operating, managing, improving, and maintaining the project, with transfer back to PKHA at the end of the concession period. PKHA will provide land free of encumbrances and may extend additional support as specified in the Request for Proposal.
Interested parties must obtain the Pre-Qualification documents from PKHA during office hours against a non-refundable fee of PKR 5,000 (equivalent to USD 20) payable via bank draft or pay order in favor of MD-PKHA, or download from the official website at https://pkha.gov.pk. The Pre-Qualification deadline for submission is 06-07-2026 at 1530 hours. Only pre-qualified parties will receive the detailed RFP, including bidding instructions, scope of work, and draft concession agreement. PKHA reserves the right to reject any or all EOIs with cogent reasons.
