305 Spares Depot EME Karachi invites open competitive bidding for the procurement of stores and spares for Tank Al-Khalid main battle tanks and associated deep maintenance kits under PPRA Rules 2004. The tender inquiry number 04/305-2026/27 covers three main categories: Tank Al Khalid spares, additional items for Tank Al Khalid, and deep maintenance kits. This is a nationwide procurement applicable to all zonal regions of Pakistan Army, with rates quoted valid for delivery across all designated locations. Eligible firms must possess valid NTN and Sales Tax Registration Certificate, with preference given to GHQ security-cleared companies registered with 305 Spares Depot EME or any other defence organization.
Participating firms must comply with stringent eligibility requirements including provision of authorized dealership letters for genuine or OEM products, agency agreements from principals, and proof of supply sources. Bid security of Rs 0.5 million (for bids below Rs 10 million with less than 2 tender participations) or Rs 1 million (for larger bids with multiple participations) must be submitted as CDR. All quotations must be in Pakistani Rupees, inclusive of GST, income tax, and customs duty. Only ITD Directorate, GHQ and HIT-approved brands are acceptable. Firms must deposit an IT fee of Rs 3,000 and provide advance samples for inspection by the Technical Oversight Board before bulk delivery approval.
Quotations follow single-stage two-envelope bidding procedure with technical and commercial offers submitted separately. Submissions must be dropped in the tender box before 1100 hours on 30 June 2026 at 305 Spares Depot EME, COD Estate, Rashid Minhas Road, Karachi. Technical offers will be opened at 1130 hours the same day, with commercial bids opened only for technically accepted vendors. All quotations must include firm stamp on each page, country of origin declaration, brand specifications, and be supported by hard and soft copies on CD-R media.
