Security Agency Hiring Services by Hydrocarbon Development Institute of Pakistan

The Hydrocarbon Development Institute of Pakistan (HDIP) invites bids for the hiring of a security agency to provide non-consultancy security services. This procurement is planned for the fiscal year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS v2.0) following open competitive bidding methodology with Least Cost Based Selection technique in accordance with the Public Procurement Rules, 2004. The security services contract will be administered from the HDIP office located at 18, Street 6, Sector H-9/1, Islamabad, Federal Territory.

Eligible bidders must be registered on EPADS v2.0 and are required to submit bids accompanied by bid security in the form of a Pay Order or Bid Securing Declaration on the prescribed format. All bidders must comply with eligibility criteria and provide necessary licenses and certifications as specified in the bidding document. The tender follows a single-stage, one-envelope procedure ensuring transparency and fair competition among qualified security service providers.

E-bids must be submitted through EPADS v2.0 on or before Monday, June 29, 2026 at 10:00 AM, with bid opening scheduled for the same day at 10:30 AM. Manual bid submissions will not be accepted.
