Description / Scope of Work
The Tourism Development Corporation of Punjab (TDCP) invites sealed bids for the hiring of security services at various resorts and sites across Punjab Province. This procurement is for the provision of professional security services by renowned and licensed security companies with a minimum of five years of relevant experience in providing ex-armed personnel as security guards. The contract is for a period of one year, extendable with mutual consent on a performance basis if required. The estimated annual cost for the deployment of 52 security guards across TDCP installations is Rs. 30.496 million inclusive of all taxes. The security guards will perform comprehensive duties including tourist safety, visitor area security, protection of TDCP installations and properties, and fire protection and firefighting services.
Prospective bidders must meet strict eligibility criteria including legal registration as an entity, five years of documented experience as an approved security services provider, active income tax payment status, and valid National Tax Number (NTN) and Punjab Sales Tax (PST) registration. Bidders are required to possess valid registration with EOBI and PESSI/IESSI, and must hold a valid license issued by the Home Department, Government of Punjab as a security service provider. Additionally, bidders must obtain a license for Walkie Talkie from PTA or relevant authority, and submit an affidavit confirming they are not blacklisted by TDCP or PPRA and that all provided documents are authentic. A Bid Security (CDR) of 5 percent of the estimated cost must be submitted along with the bid.
Bids will be submitted using a single-stage two-envelope method through the E-Procurement (E-PADS) system, for which all interested parties must be registered as a prerequisite. Bidding documents are available on the PPRA Punjab Website and TDCP Website. The last date for bid submission is June 29, 2026 at 2:00 p.m. at the office of the General Manager (Admin), TDCP, 68-Trade Centre Block, M.A. Johar Town, Lahore.
