Description / Scope of Work

District Administration Hafizabad invites electronic bids for a framework contract regarding procurement of various services required for the offices of the Deputy Commissioner, ADCR, District Registrar, and Dehi Maraakiz e Mall of District Hafizabad for the financial year 2026-27. This is a single-stage two-envelope bidding process conducted under the Punjab Procurement Rules 2014. Bidders must be Income Tax, PST, and e-PADS registered firms and must bid for the entire total quantity on a lot-wise basis, with partial quantity bids being rejected. The services are required on a free delivery to consignee basis.

Eligibility requirements include registration with Income Tax, PST, and e-PADS authorities. Bidders must submit bid security equivalent to 1% of the estimated cost in the form of bank draft, bank guarantee, call deposit receipt, or pay order in favor of the Deputy Commissioner Hafizabad. The bid security must remain valid until the validity period of the bid. All documents must contain proper page marking, be attached in sequence as per evaluation criteria, and be signed by an authorized person.

Bidding documents containing specifications, terms, conditions, and quantity information can be downloaded from the PPRA website at https://ppra.punjab.gov.pk and the e-PADS portal at https://punjab.eprocure.gov.pk without any fee. Bids must be submitted electronically through e-PADS by 01 July 2026 at 11:30 AM, and will be opened on the same date at 12:00 PM. The successful bidder must furnish a performance guarantee of 1% of the contract amount before issuance of the supply order. Supply will be made within 7 days from the date of work order, with a 2% monthly penalty charged for late delivery.
