Description / Scope of Work
The Securities and Exchange Commission of Pakistan (SECP) invites sealed bids for the procurement of on-site managed security services (MSSP) through PPRA's e-Pak Acquisition and Disposal System (EPADS). This re-invitation to bid is open to authorized service providers, principals, authorized dealers, distributors, and partners/resellers based in Pakistan and registered with the Federal Board of Revenue or relevant Revenue Boards for Income Tax and Sales Tax. Bidders must be on the Active Taxpayers List (Income and Sales Tax) of the Federal Board of Revenue or the relevant Tax Authority. The procurement encompasses detailed terms, conditions, method of procurement, procedure for submission of bids, bid bond or security requirements, bid validity, opening of bids, evaluation criteria, and grounds for clarification or rejection of bids.
Eligible bidders must be registered with the Federal Board of Revenue as active taxpayers for both Income Tax and Sales Tax purposes. Bidders are required to submit comprehensive bid security or bid bond as per the terms outlined in the bidding documents. All bids must be prepared in strict accordance with the instructions provided in the bidding documents and must conform to the specified evaluation criteria and qualification requirements.
The complete bidding documents containing all detailed terms, conditions, and requirements are available for download free of cost from https://eprocure.gov.pk/ or https://www.secp.gov.pk/procurement/. Sealed bids prepared according to the bidding documents must be submitted exclusively through EPADS on or before 1430 hours on July 2, 2026, with bids opening scheduled for the same day at 1500 hours.
