Description / Scope of Work
The Global Investment Gateway of Punjab (GIGP), a flagship initiative of the Government of Punjab, invites expressions of interest from qualified and experienced headhunting and HR consultancy firms for the provision of executive search and recruitment services. GIGP seeks to develop a panel of specialized recruitment firms to identify, assess, and present highly suitable candidates for eight director and general manager positions, comprising six directors and two general managers, in a transparent, efficient, and merit-based manner that aligns with GIGP's competency requirements and organizational culture. This procurement is conducted under the Punjab Procurement Regulatory Authority (PPRA) Rules 2014 with Procurement Unique Number 2026.
Interested firms must demonstrate substantial professional experience in senior-level recruitment for public sector organizations, investment promotion authorities, government regulatory bodies, multinational companies, or multilateral organizations operating in Pakistan. Eligible firms shall submit expressions of interest containing organization information, an eligibility response checklist, a completed application form, and technical evaluation documentation as specified in the annexes. The successful firm or firms will be evaluated based on technical criteria with a minimum threshold of 65 marks required to proceed to the subsequent Request for Proposal (RFP) stage. Shortlisted firms will be invited to participate in the RFP proceedings under the Quality and Cost Based Selection (QCBS) method.
Expressions of interest must be submitted electronically through the E-procurement (EPADS) system by the specified deadline of 2026 at 00:00 AM. GIGP reserves the right to request additional information concerning professional, technical, financial, legal, or managerial competence at any stage of the procurement process and shall disqualify any firm providing false, fabricated, or materially incorrect information.
